Yusuf Ziya Ozcan is the President of the Council of Higher Education in Turkey and TUBITAK vice precident, and a Sociologist at METU. After he has graduated from Ankara University and for masters at Chicago University in 1978. Then he had completed his PhD at the same university in 1981. He is a Turkish Ambassador in Warszawa, Poland.
